Only HyperEVM wallet funds can enter a vault; HyperCore/perps balances must be moved first. Owner policy should be controlled by a Safe or multisig. Large withdrawals and sensitive policy expansion wait for the selected vault timelock. Guardians can pause and cancel queued actions, but cannot move funds.
